I am also 5'1" and learned to shorten skirts and pants at
an early age.

Many stores now carry a selection of Petite clothes, which
are proportioned for short women.  They can get pretty 
expensive, more so than the normal clothes (which doesn't
make sense; there's less material!), but it's often
worth it just to have the waist at your waist and not down
around your tush.
