Omne is the antagonist from the Sondra Marshak/Myrna Culbreath
ST novels, "The Price of the Phoenix" and "The Fate of the Phoenix."
His full name is Omnedon, and he comes from a planet torn apart
by civil war when faced with the opportunity of joining the
Federation.  He's quite a villain -- strong, intelligent,
and determined to live by his own rules.

I recommend the two Phoenix books highly (I think they're currently
in reprint); they embody a good, titanic struggle, some interesting
transporter-based technology with galaxy-wide implications, and a
nice examination of the Kirk/Spock relationship (among others).
