I think the consensus reached previously on this issue was that the
slow-down most people are seeing is because VMS 4.0 takes up more
memory than previous versions and they are now faulting a lot more.
I know that my system has plenty of memory and runs just fine.  No
slower than it was under V3.  In fact, because I can run things like
the new DEC Ada compiler instead of NYU AdaEd, it often runs faster!
