Driving, as states see it, is (1) a privilege and (2) at your own risk. You
have to be responsible for your own safety and keep proper distance. ("If you
can read this, you're too damn close!")

If you drive, you're responsible for your life. Don't think it isn't a risk.
Don't think I don't believe in retesting, but when do you want to be told
"You can drive well enough anymore"?
