The fact that the taser can be used as a torture device does not
appear to me to be reason to disallow its use, after all, ordinary
firearms also can be used as torture devices (as in pistol-whipping)
--the fact is, a taser is far less likely to kill or maim you than
is a standard firearm. If the police want to torture you, they don't
need a taser to do it.
