As I know a foreign visitor can not apply the S.S. card.

I think it is important for a foreigner to know the policy
of the U.S.. This topic is very useful.

When I graduated from school, the manager of the placement
office didn't allow foreign students to get interview
opportunities at school.
Was this discrimination or not?(just a question for myself)
