Good grief.  have the machine keep time in GMT; allow the user to enter
a little table-file to describe local idiosincracies of keeping time.
Presto - problem solved - WORLD-WIDE.   Is that really too hard?

Time display is done again customized by user:  GMT, local, NY, TIMBUKTU, or
any other place in the world, so you can see as many different displays as you
want.

It's so simple, it's embarrassing.
