The movie is low budget, exploitive (coming after the 84 olympic's etc) and it wasn't campy enough, It was fun in the sense that testing one's wits againts a bad movie were mistakes come mile a minute (they reused some sequences from the first chase sequence inside the first chase sequence for example.)
