Summary: because of notes

It looks to me like cbneb is a notesfiles site, and generates
the Nf-ID and Nf-From header lines. Because the notesfile
structure doesn't have a way of storing these, they're
simply made the first two lines of text and go into the lines
count. When they're fed to news, they get removed from the
body and put into the news headers.
