Just as the thief who steals from a man with $100 bills should not be let off just because the theft was invited. The point being made is that some people are so emotionally involved with the horrid issue of rape that they lose rationality, and seem to snap out at any opinion they don't like, rather than just at the true evil, the rapists. Just because provocative clothing isn't a reason to let a rapist off doesn't make the suggestion that the person didn't take adequate precautions an immoral suggestion.
