     I have 2 theories about where bone-headed drivers come from--

	0.  When a person fails their driving test, they are given a box of
	    "Cracker-Jack"(tm).  The license is inside.

	1.  Knowledge of courteous/prudent/{definable option} driving skills is
	    a capital offense.

     Now if we can just figure out what physical location they seem to come
from...

     If they really were extraterrestrials, would they have to register with
the government as resident aliens?  I don't know; kzinti would not allow this
to happen.
