It wouldn't make a helluva lot of sense to reserve spots for the
handicapped if the police couldn't enforce it.  It makes less sense
not to ticket for fear of upsetting store owners.  Get real.  The
spots are there, and reserved.  Assholes who park in the illegally
should be ticketed, just as assholes who do anything *illegal* should
be ticketed.  Think about it.
