The handicapped spaces are part of title IV of the HEW code. Basically, it works like this. HEW (The department of Health, Education, and Welfare) has rules about equal access. They are an administrative agency and have no police department. They do have the ability to enforce their will by cutting off federal funds. Cities, counties, states, and others who depend on federal help to build their government buildings, school systems, roads, police departments and so on. These entities must follow the regulations or they risk loosing their federal funding. It is entirely possible that an area would install the handicapped spaces to comply with the federal government and just not enforce the laws. They could get sued, because such an area would be taking federal funds under false pretenses.
