Check page 24 of the California Driver Handbook. This is the law *everywhere* that I have ever driven. How did you ever get a driver's license without knowing about this? Did you bribe the examiner? Maybe you never had to do a driving skill test. Or, perhaps, you never bothered to get driver's license at all.
