Think what would happen if, for whatever reason, your 'operating emergency brake' decided not to operate. If your wheels are pointed straight ahead, ZOOM, your car goes rolling down the hill, endangering whatever is downhill from your parking place. But if your wheels are turned to the curb, your car sags a few inches and comes to rest safely against the curb.
