As you may know, FM band repeaters are licensed by the FCC. The latest
count that I have heard says that there are about 1000 of them in the
books. The only one I actually know of repeats WFRE (Frederick, MD.)
in a shadow area about 5 miles from their mountain-top transmitter.
I suggest you look up Volume III of the FCC rules which cover bradcasting
to learn more.
