fcc has authorized spread spectrum techniques  in  the  amateur
service, above 420 mhz.  the report and order in docket 81 414,
released on may 24, becomes effective in 12 months.  this delay
is  intended  to  encourage  the  amateur  community to develop
voluntary standards for the use of  spread  spectrum.   in  the
interim,  special temporary authorizations will be available to
interested amateurs.  the commission also  approved  docket  81
413,  a  limited  authorization  for spread spectrum use in the
public safety  service,  and  the  industrial,  scientific  and
medical  service.   more  information  can be found in the arrl
letter  ar
