There is no legal problem with creating a micro "vi" so long as you
do not use licensed source code to do so.

Manx Software Systems (the Aztec C people) have a vi-compatible
editor for the Apple II.  I think their HQ is in Shrewsbury, NJ;
they advertise in some of the micro mags.
