I can't speak for AT&T 7300 software packaging, but as of UNIX System
V Release 2.0, troff was provided only in the (extra-cost) Documenter's
WorkBench.  (DWB is worth having just for "pic".  Does anyone know
what the difference is between DWB 1.0 and 2.0?)
