You can get the official scoop on things in Volume V of the
Fletcher Report ("Report of the Study on Eliminating the Threat Posed by
Nuclear Ballistic Missles"), Battle Management, Communications, and Data
Processing, Task T-3-191 of Government Contract MDA 903 84 C 0031.

I don't know how publically accessible this document is, nor whether I can
get in trouble by photocopying it for interested netters.  It's unclassified,
so you might contact one of your local Congresspersons about receiving a copy.
