That's probably because when composing letters, one can arrange their thoughts, screen out some info. which they may not feel like volunteering etc. On telephone it is more or less spontaneous and in my opinion you get a very natural view of the person while talking. Ofcourse the best thing is to meet the person before you can truly make pass any judgement. A lot of times it happens that people have been pen pals or email pals for a long time and when they have to talk to each other on telephone or meet then suddenly there is no conversation.
