This scene looked alittle strange to me too, but
you remember Kirk was standing right in front
of the door of the transporter room; I assumed
he walked out right before the transporter
process started. In the beginning of the
episode, no humans were allowed in the
transporter room when Kollos was brought 
aboard; and those goggles don't work on humans.

Was that the Vulcan IDIC Spock was wearing
around his neck? I would think there would
be regulations against his wearing jewelry
of that kind while in uniform.
