What we see in that episode is an example of dumb editing. We see 1) Kirk say bye-bye, 2) Spock beam them down, and then 3) a shot of Kirk walking out the door. And that is the extent of the scene in the transporter room. The editing mistake? 3 should have come right before clip 2 instead of after.
