I did not see the episode in question, I was in Europe, however, a friend of mine did see it and told me what happened. Based on that, I would suggest the following explaination. In the late 1970's, channel 9 in New York City were televising Doctor Who Saturday mornings at 10AM. They had an announcer describe what happened, and had frequent commercial breaks. I would suggest that WLIW received that copy of the episode.
