Two: Your suggestion is orthogonal to what I considered the brunt of this discussion: Diminution of violence against women (qua women) by changing people's attitudes (societal and victims') and target toughening (escorts, assertiveness, arms, paranoia). By the time the legal system gets involved it's too late, and someone has been damaged. On one point I'll agree.
