  Though some of your features are quite sophisticated ("dragging" graphics 
images, for example), there are some commercially available packages which
you might look into.  

  One that comes to mind is Apollo's new Dialogue system.  The system, by    
itself, will be of little use to you.  However, as a front end to a 
sophisticated graphics package (preferably a home made package with your
applications in mind) many of your requirements can be satisfied.

  I'd also look into DataViews by Visual Intelligence Corp., Amherst, 
Mass.
