Marty,

One reason a site would not use GNU Emacs is if it found a vendor
like CCA or Unipress that in exchange for money would provide
support for its EMACS...handling things like version upgrades,
good documentation....Public domain software by itself is not
hot stuff.

On the subject of Unibus and micoVaxen. I can think of one reason
off the top of my head for at least a microVax package having
unibus capability...all those old unibus devices...
