Two questions, one easy and one not so easy.

(1) Under VMS V4, how does one access the last login time which is reported
    by LOGINOUT?  Can it be done from a non-privileged account?

(2) On our system, we have two dial-out modems.  They are attached to TTY lines
    which can only be allocated by a privileged process, because we need to
    record the outgoing phone calls so they can be billed to the appropriate
    accounts.  Once the program which does the allocation, dialing, and recor-
    ding has done its thing, is there any way to spawn a non-privileged sub-
    process which can access the dial-out line.  I am thinking specifically
    of Kermit, but the question applies to any error-checking file transfer
    protocol which uses or can use TTY lines.
