DEC sells an encryption package for VMS V4.x.  I do not
know if it is callable or not, however it is DES.  Your
DEC office should be able to find out if there is a library
to go with it.

If your DEC office does not believe you that such a product
exists, try the ENCRYPT command (or HELP ENCRYPT) to reassure
them that you know what you're talking about...
