Considering the important position of the MILISI gateway, perhaps it
might make sense to invest in some form of networking technology to
allow ISI to do internal data transfers without using MILISI (either
an LAN or a private ISI-only gateway)?  ISI's internal needs are
obviously sufficiently great to make this sort of thing desirable.
