The problem is that Maryland is one of the few states where its been proven
that >50% of the cars go >55mph.  The federal government has the right to
withhold federal highway funds from any state in which this is the case.
Since these funds make up a significant portion of any states highway budget,
the guys in Annapolis are in somewhat of a tizzy.  Its not that the sloths
want to force people to go slow in particular, rather the Federal government
puts economic pressure on the state to do so....
