It is a juvenile book about a group of scientifically- inclined neighbourhood kids who take on the local mob. They call themselves VACUUM (i forget what it stands for) and there is a girl they call the VACUUM BAG (Beautiful Assistant Gangbuster). The only scene i can remember is where they are flying in an air- plane race in an old DeHavilland biplane so they can photograph the mobsters' hideout (look, i said it was juvenile). Ring any bells?
