Has anyone in net land had experience, or knows of someone who has had
experience, with an adoption where the step-parent was not married to
the custodial biological parent?

Non-custodial biological parent is still living, and willing to sign the
necessary release.  Prospective Step-parent and custodial parent live
together and want _joint_ custody.
