Otherwise, there is no way that the citizenry can ever be sure it is complying, nor can enforcement and judiciary ever determine compliance. Laws that require "striving" are unmeasurable and unenforceable. Therfore, regardless of the intent or wording of Affirmative Action statutes, compliance is still measured by head counts - and that means counting race and sex as compliance criteria - de facto racism/sexism.
