Mr. Reagan is doing something very bad for the country as a whole:  He
is attempting to divide the country, state vs state, rich vs poor, etc.

This has been seriously suggested as a cure for world economic problems.
Both the US and USSR have a large number of "lay abouts," why don't we
take care of each other's problems by bouncing a few (in a limited sense)
off each other's cities.  (That is where many of the louts reside.)
It does make economic sense...
