I once did some programming work for the State of Michigan and found out that bureaucrats have "programs" too. The goal is not to make a computer do something, though, it's to staff an office with sub-bureaucrats and spend money. Their programs usually had semi-pronouncable acronyms as names (MSHDA = Michigan State Housing Development Authority = "Mishda", etc.) In every case but one, the acronyms consisted of the first letters of the constituent words. The exception: the bureaucrats insisted that the correct acronym of the "Work Incentive Program" was "WIN".
