The Clouds project is addressing some of the same goals (and more).
We would be interested in communicating with others about this field
of study, but I don't think it would require a separate newsgroup.
This kind of thing should fit within net.research (which isn't used
much), or we can do it by setting up a mailing list.

If there is a lot of sustained traffic, then we can create a
new newsgroup.  Lets establish a definite need first.
