This is actually documented in the Font/DA mover. If you try to delete all of the DA's, it will let you know that the system dies if you try it and force you to leave on in (only for files named 'system'). Not a bug, just makes handling DA's easier since there isn't a null case, and I can't think of much reason why, with their utility, you wouldn't want at least one.
