You calculate your Federal tax and then compute your Provincial tax as a proportion (with some modifications) that depends on which Province you live in. There's no particular question of double taxation or of subsidy (those are done by other means, both open and hidden). It seems reasonable to me that if you are going to have multiple levels of taxing authorities, they should get together and make it simple for people to deal with the various taxes together.
