Division by 2 (to separate into MOTOS) leaves 2.3 million. Further divisions/subtractions to allow for other forms of "ineligibility" (geography, marriage, you prefer MOTSS, whatever) still leaves a *lot* of people. Things ain't as bad as we could make them!
