I think the idea he was trying to get across is that if a woman is
outgoing, chances are very good that she has a potential date (whether
or not she chooses to go out with him).  The reasoning behind this
conjecture is that outgoing women tend to be more popular and thus,
are asked out more often than women who are not as outgoing.  This does
NOT mean that ALL outgoing women ALWAYS DATE SOMEBODY; I'm sure
that some outgoing women are more choosy about the men they date
(and don't wish to go out with all, many or even one of the men
that ask them out).  His point, I believe, was that at a given
time, outgoing women tend to have more men interested in dating
them (so that if those women wanted to get a date, they had more
interested, if not interesting, parties to choose from).
