Summary: 

This article is obviously caught in a loop somewhere, or something
thinks its attempt to post failed while still posting the article.
Could people investigate their spool directories and see if they
are the ones emitting this article continuously.  I have seen it
twenty times (and it is long!).  I suspect a gateway, but have
no rational reason for doing so.
