That is Nikolai Volkoff.  He is the Russian bad guy--he often partners with
the Iron Sheik, as the ultimate bad guy duo.  He sings the Russian National
Anthem (or some WWF bastardization...er...b*st*rdiz*tion  :-) ) of it before
his matches, and they ask the crowd to stand up.
