The one you mention, where Daniels has ordered a woman arrested when a policeman (Mike Perez) shoots her child, and then blames it on his subordinate, who goes to the press -- I believe that was Mahoney. However, isn't the current deputy chief someone else? (i.e. the guy who gives Frank such a hard time at the encounter session, and tries to blackmail him over the blood alcohol tests). At least it seems to be a different actor. In retrospect, though, the Chief couldn't fire a subordinate for talking to the press (the *Mayor* could -- Ozzie Clevelend's fired Frank before), and a good hatchet man is hard to find...
