I too had reservations about the LA Times article.  So, this morning I called
the Dr Who production office in London.  I talked to a secretary there and
she told me that the whole staff and cast will be back.  That includes
Colin Baker and Nicola Byrant.  Production will not start in January, but
will sometime next year.  She didn't know when.

I hope this helps.  What I would like to know is where the LA Times got the
bummer information!
