Acording to the FCC, it is your neighbor's responsibility to shield his equiptment, if it is interfering with anyone else. But, that is sometimes not very practical, often prompting small range wars between once friendly neighbors. But the bottom line is, if it is interfering with the low end of the TV channels, you are out of luck. His equiptment is switching it's little heartout at frequencies that equal your TV frequencies.
