a.) Completely enclose you neighbors house in a Faraday Cage.

b.) Get cable TV so that the signal is piped directly into your TV

c.) Ask you neighbor to either shield his/her garage or computer.

d.) Disconnect the power going into your neighbors garage.

Of these options b. is recommended, c. is the cheapest if your
neighbor agrees. a.) the most spectacular and d. the most likely
to result in lawsuits. Take your pick.
