 As a penalty for committing rape, let me suggest:

       1st offense: the left testicle is removed;
       2nd offense: the right testicle is removed;
       3rd offense: ....yup. you guessed it.

Those claiming that this punishment is "barbaric" should consider
what is being done to the victim. Also consider what the standard
surgical treatment is for overly aggressive male domestic animals.
The concern here is for the potential victims, not the assailant;
when someone becomes an assailant, they lose their rights as a
citizen; this idea seems to be overlooked by those concerned with
"rights" of criminals.
