I recently spent a couple weeks bicycling with my wife in France, mostly in the Loire Valley. We worried about our paniers, but we never locked them. All we did was lock the bikes and hope that nobody would want a panier full of dirty laundry. We did carry a handlebar bag with us all the time, since it contained our camera and traveller's checks.
