The System V Interface Definition (Issue 1; is there a more recent one?)
and ANSI C draft specification agree with the UNIX System V Release 2.0
Programmer Reference Manual on the order of setvbuf(3S) parameters.  As
Kathy says, the C library source code is wrong.
